UCLG WORLD CONGRESS IN JEJU, KOREA

The United Cities and Local Governments (UCLG) 2nd Triennial Congress entitled “Changing Cities are driving our World” took place on 28-31 October in Jeju, Korea. This major global event, which brought together over 2,000 participants (mayors, councilors, representatives of cities and local and regional governments) from more than 110 countries, included the meetings of the Executive Bureau, General Assembly and World Council and 23 plenary and parallel thematic sessions.

The participating delegation of ADEKSI consisted of Dr. Soerya Respationo (President), Mr. Rudy Alfonso (Executive Director), Guntur Sakti (Batam Municipality), and Dr. Rudolf Hauter (LG advisor). At a time in history when the majority of the world’s population now resides in cities, the congress was an unique opportunity to express expectations and aspirations of local and regional governments, particularly concerning the protection of the environment and the fight against global warming, the promotion of peace through respect for human rights and cultural and ethnic diversity, and expanding local democracy within the collective pursuit of the Millennium Development Goals.

UCLG’s commitments and stance along these topics were reflected in a declaration which also included its support to further encourage the dialogue between North and South Korea as an effort to realize peaceful reunification of Korea. The World Council General Assembly endorsed the general policies for the coming three years and elected the new members of the World Council. ADEKSI’s President, Dr. Soerya, and Mr. Fauzi Bowo, Governor of Jakarta, were elected as members. The Council allocates a total number of 325 seats with 66 seats to be filled by representatives from local governments and associations of the Asia Pacific region. The subsequent closed World Council Meeting decided on the composition of the Executive Bureau (ExBeau). Again Dr. Soerya (President ADEKSI) was elected as a member along with representatives of the Jakarta and Probolinggo administration.

The ExBeau has 115 members including 22 members from Asia Pacific which represent 16 local government and 6 Local Government Associations. The agenda also included the endorsement of the accountability report 2004-2007 submitted by the UCLG Board and Committees as well as the work program and budget 2007-2010, recommendations for revision of the constitution, and Board elections. The latter resulted in the election of Betrand Delanoe (Mayor Paris) as President, Paco Moncayo Gallegos (Mayor Quito), Zhang Guangning (Mayor Guangzhou), Kadir Topbas (Mayor Istanbul), Amos Masondo (Mayor Johannesburg) as Co-Presidents, and Clarence Anthony (Mayor Florida) as treasurer. Besides, 8 vice presidents were elected representing all regions in the world. At the end of the meeting, it was decided to hold the coming UCLG World Congress 2010 in Santiago de Chile.
